You do have to finish the main game for this to become available to play.
Tho MUI there are 2 extra side quests added to the main game.
I wonder if the release of these pretty substantial DLC extra bits
means that there will not be a big full scale expansion ?
I'd best forget Broken Steel as my likely hood of ever finishing F3 are just over zero.

Steam (yuk, yuk, grrr...) and at $19.99 or less for all 3 expansions.

Sorry to hear all that. One of the great virtues of downloadable games/content was supposed to be their trouble-free freedom from
physical media...........pfft...... Or the poisoning of the
single-player component of retail games such as GTA4 and FO3 with
mandatory on-line hooks.
Between DRM/limited-installs/game-locked email accounts and passwords, downloadable games or 'umbilically-attached' downloadable content is
only for the casual player. Any dedicated gamer interested in building
up a long-term archive of re-playable single-player classics with
complete freedom as to where and when to install the games had better
look further than Steam, Winslows Live or any other purveyor with
explicit or implicit on-line DRM. I expect that when I BUY a SP game
that I am free to install it whenever and wherever I choose... for as
long as I live... as long as I do not violate the terms of the EULA. I occasionally lend or give away used games to family members.The only
EULA that explicitly prohibits 3rd-party transfer comes from the true
friend of many here..... Valve/Steam. Which is why I possess only 4
Steam games, all bought at "throw-away' bargain sale-prices.
Even with its suffocating DRM, the EULA of Riddick:Dark Athena
legally permits transfer of the original game disks and packaging to a third-party..... not that this is much good with its 3-strike and no-
revoke current implementation.

I too lost my saves, but if you browse to your my docs/my >games/fallout3/saves and look for your profile name folder, then move all >your saves up to my docs/my games/fallout3/saves folder you'll get them all >back again. Worked for me...

I've been scouring the web for info related to this too and it looks
like a big NO. There was some mod related activity over at
hellgateguru, but the posts are pretty sporadic. They've managed to
hack items and a few other little things. Even though Flagship went
tits up, the game's rights are still owned by Namco.

Not as
good looking as titan quest, but just as or more fun. So many diablo
clones and so few I enjoy, I was pleasantly suprised by mythos, at
least in lower levels which was all I could play in the beta.
I'm playing Titan Quest now - really whetting the appetite for Diablo
3 :)
Interestingly, TQ runs better under Win 7 than under Win XP.
In XP, generally it runs fine, but there are a few playes where it
slows down unbearably. I had to stop playing earlier because the
'lag' was so bad I was dying over and over.
I installed it onto my Win 7 install, and the same area ran fine, with
no slowdown at all.
Weird, but I'm not tempted to intall Fallout 3, see if that makes a >difference to the framerate.
