The only real problem I had with the landscape design is that it is
impossible to cross a large number of the barriers and you have to go
around or under them. At least in Morrowind you could climb over most
of them. Plus I don't know why you can not cut or blow through things
like fences or wood walls.
I don't think the AI is any worse than Morrowind's as there were any
number of suicidal opponents in that game also. At least some of the opponents are "smart" enough to use things like grenades some of the
time or to pick up a fallen comrade's weapon if it is better than their current weapon. I never noticed that behavior in Morrowind.
Overall, I feel that Fallout 3 is a big improvement over Morrowind but
still is inferior in some ways to Arena and Daggerfall. I wish they
could have gone back to the random quests and rewards, but then it may
have upset all the "cheat" book manufacturers.
